How it started

The story behind the movement

From a courtroom intervention to clean energy on the ground

The Whole Homes, Whole Communities Program (WHWC) is a four-year initiative bringing clean energy, homeowner education, home repairs, and energy-efficiency improvements to residents across Highland Park and the Eastside of Detroit.

It’s administered in partnership with Soulardarity and Elevate, and grew out of legal-intervention work by We Want Green Too and Soulardarity — alongside the Abrams Environmental Law Clinic, Vote Solar, the Ecology Center, and the Union of Concerned Scientists. During a case on DTE’s resource plan before the Michigan Public Service Commission, we secured $8 million in settlement funding for the 48203 and 48214 ZIP codes — for this work over the next four years, and hopefully beyond.
