A four-year initiative bringing home repairs, energy-efficiency upgrades, and homeowner education to residents of Highland Park and Detroit’s East Side — funded by an $8 million settlement we helped win.
The Whole Homes, Whole Communities Program (WHWC) is a four-year initiative bringing clean energy, homeowner education, home repairs, and energy-efficiency improvements to residents across Highland Park and the Eastside of Detroit.
It’s administered in partnership with Soulardarity and Elevate, and grew out of legal-intervention work by We Want Green Too and Soulardarity — alongside the Abrams Environmental Law Clinic, Vote Solar, the Ecology Center, and the Union of Concerned Scientists. During a case on DTE’s resource plan before the Michigan Public Service Commission, we secured $8 million in settlement funding for the 48203 and 48214 ZIP codes — for this work over the next four years, and hopefully beyond.

Modern, efficient appliances reduce energy use and monthly costs.
Improved HVAC makes homes more resilient in extreme weather.
